Creates a list of AdHoc Groups for the specified cart.
Validates for duplicate names and sequences within the cart.
Returns the created groups or validation errors.
Currently only Name, Id and Sequence hold significance.

Mandatory Fields (each record):

• Name - required on POST; duplicate names not allowed
• Sequence - when provided must be greater than 0; no duplicates allowed

Required Fields:

• cartId (route) - required
• records (body) - must not be null or empty

Behavior

• Requires the EnableCartAdhocGroups feature to be enabled; returns 500 with a localized message when disabled.
• The body must be a non-empty array; each record is validated for duplicate Name and Sequence within the cart.
• Only Name, Id, and Sequence are currently significant; other fields are accepted but not used.
