Retrieves the adjustments for the cart (by cart ID).
Required Fields:
cartId(route) - required
Behavior
- Returns manual adjustments for the cart, paged via pageNumber and pageSize (defaults applied when omitted).
- Returns 204 No Content when the cart has no adjustments.
