Returns list of AdHoc Groups for the specified cart.
Required Fields:
cartId(route) - required
Behavior

Requires the EnableCartAdhocGroups feature to be enabled; returns 500 with a localized message when disabled.

Validates the cartId and resolves the associated cart before listing groups.

Returns 204 No Content when the cart has no AdHoc Groups.
