Upsert API to CREATE and UPDATE multiple user groups

This API will facilitate both the creation and updating of multiple user groups.

Note: If a user group already exists (based on a Platform user record identifier), the API will update the existing user group instead of creating a duplicate record , else if the user group is not present new record is created.
