Get the transaction-tagging URL for a sign provider

Retrieves the transaction-tagging URL, transaction ID, recipient ID, and document ID for a specified transaction ID and sign provider.
Open the tagging URL in a browser to view the tagging page, which enables you to add fields for each recipient to your document.
You can send the transaction from the tagging page if the sign provider supports it.
If the sign provider does not support sending the transaction from the tagging page, you can send the transaction using "Send a transaction for a sign provider" API (POST /transactions/transactionId).
