Create a transaction for a sign provider

Creates a transaction for a specified sign provider. The request body contains three fields: Sign Provider, Payload, and File.
To get the exact transaction payload field data required for a sign provider, see "Get a sign provider's transaction settings".
This endpoint returns the transaction ID, which you can use to send the transaction to the recipients.
