Creates a new merge template entry based on the provided request data.

The downstream store only returns the generated identifier on save. After a successful
create this endpoint reads the record back so the response contains the full template
object under "data". Because the backing store (Salesforce) is eventually consistent,
the read-back can occasionally return before the record is fully visible; in that case
the create still succeeds and "data" contains only the new template id. Callers that
need guaranteed details should read with GET /v1/templates/{templateId}.
