Renews a contract at the end of the term. The renewed contract (new contract) shares the same base contract number as the original contract with an incremented decimal. All data from the original is copied to the renewed contract.
The new contract's start date is set to the original contract's end date.

To be renewable, a contract's status must be Activated, Superseded, or Being Terminated.

On renewal (success), the original contract's status changes to Being Renewed.
