Deletes a contract request in Draft status.
When the request is part of a bundle (parent with AdditionalContractRequestTypes, or child with ParentContractRequest),
all related requests in the bundle are deleted together — but only if every request in the bundle is in Draft status.
If any related request is not in Draft, the entire operation is rejected.
